Parksville council gave relief Monday to a home owner who ran up a water bill of $1,127 when a water line broke under his driveway.
Martindale Road resident Laurence Caharel lives alone in his 60-year-old home and so usually doesn't use much water.
A water line previously broke in his backyard and he ran up a bill of $800, which the city cut in half. However, the second line broke within five years of the first break, triggering a city policy that denied him relief.
Caharel, who is on a disability income, went to see Mayor Chris Burger, who advised him to appeal to council.
Council voted to waive the five-year limitation, allowing staff to reduce his bill.
